Definitely too early to tell. We have no way of knowing which villains this movie is going to set up.
That said, I'll be sorely disappointed if two films go by and we're no closer to seeing the next incarnation of Green Goblin or Venom. I'd also like to see Spidey take on Kingpin, but that's not happening. Even if Fox's rights to the character lapse in the immediate future, there's no way Marvel is loaning him to Sony.
Thinking a little bit harder, the trailers seem to imply a great interest in science. It appears that prodigal knowledge of science is another great power to be treated with great responsibility. This theme might be further explored with such renegade technological geniuses as Mysterio, Vulture, or even Chameleon. Alternatively, the theme might be explored from a different angle by way of Scorpion, Rhino, Sandman, or any of the other numerous Spider-Man villains borne of scientific experiments gone awry.
Alternatively, the trailer made it patently obvious that Spider-Man is one of the most wanted figures in Manhattan, with an especially dedicated enemy in Cpt. Stacy. Sounds to me like a golden opportunity to bring in Kraven, a character devoted entirely to hunting down Spidey.
Those are all some pretty good thoughts. As for me personally, though, I don't think I very much care for seeing either the Green Goblin or Sandman again anytime soon. I thought they were both done sufficiently well enough in the previous movies not to particularly warrant recycling them in the reboot. But Kraven and Mysterio were two candidates that popped into my mind. When it comes to Mysterio especially, I think there are a lot of interesting possibilities just effects-wise visually. There could be entire sequences where he puts Peter through hell using his special effects prowess and that would be extremely interesting to see on-screen. As for the whole science gone awry angle, Spencer and Alistair Smythe, father and son of the robotic spider slayers, would be an interesting one to ponder. Lastly, I actually think Carnage could work. It sounds a little out of left field and I know that his origin in the comic books is dependent entirely on Venom's existence, but if he was just an organic bio-suit developed by the military or something to that effect who happened to become bonded with the serial killer Cletus Kasady, it could probably work. I think if they went this route, it would have to be Carnage and not Venom because Carnage's entire being revolves around violence which I think would be a better reflection of the suit's purpose turned on its head than the suit being Venom could possibly be.
Also, I don't think we really have to think about what villains may or may not be set up in this movie to ponder what ones appear in the next. It should be noted that neither Doctor Octopus, Sandman, nor Venom were set up at all in the previous films to which they appeared. The Lizard was, however, and he never ended up being in a Sam Raimi Spider-man flick at all.
