I know there are quite a few American and European fans of Watchmen on this forum but how do other ethniciites and countries perceive the comic especially when you consider the themes present in the story?

I don't see how they'd really interpret it differently.
Of course, there is cultural context, but the only way to really discuss that would be through a series of essays.

i'd say most countries that have been thoroughly westernized since WW2, but before the 80's will probably perceive it about the same.

My theory is that Dr. Manhattan didn't really explode him. He just kept him as a pet. If it's not that then I have no idea it must be some new weirdass 'Ship.

I think the average Japanese moviegoer would really hate the new ending/lack of squid. You know how much they love tentacles....

I own a doujinshi on the subject. I've promised them not to scan or reproduce the work but they do have this sample page on their website:
