Yeah, he's not an actor (er, well he was in the Fifth Element), or an American, but he is a facinatingly ugly black man, has a gravely voice, and is the right age and size of Rorschach.

And 'Slick Elba' is an anagram of 'Blake SLIC' (Spills, Leaks, Investigations, and Clean-ups).
Sure sounds like Black Ops work to me... or perhaps that should be 'White Ops', considering the thread?
