What are those 'african famine relief' posters for? Are they indicating that such efforts has nothing to do with dealing the real ugliness of our society, or 'the hypocrisy of the free world'.

If it is, how?

So far as I can tell, it's just advertising for Ozymandias' show in Chapter VII.

However, I suppose you might construe that it's yet another of Ozymandias' attempts to "save the world" with the ulterior motive of servicing his own ego.

It's Indian Famine Relief, not African (the knowing irony being that it ties in nicely with that other reference to the subcontinent that appears throughout, the Gunga Diner... where cheap food is conversely readily accessible and in plentiful supply to all).

And during his speech to Rorschach and Dreiberg at Karnak, Veidt makes his thoughts on the whole subject of humanity's excesses to the detriment of the needy and deserving quite clear - particularly at XI.21.5 - so his eagerness to support such a cause is entirely understandable... that, and he gets to massage his ego and promote his public image into the bargain at the same time, of course.
