Why wasn't he wearing it at the Crimebusters meeting? I just reread Chapter II, and he isn't wearing it in any of those panels. Is there some metaphor going on there, is it a plot hole, or is it explained by something?

As all of the flashbacks to the Crimebusters meeting (including those in chapter nine) constitute the first appearance (for the reader) of the Comedian's new leather costume, I think that he just hadn't added it yet.

What that says about the character and his philosophies I'm going to need to think about, as I have to admit I'd never noticed that before. Nice.

Oh yeah! Yeah because--& correct me if I'm wrong--well, wasn't his Smiley badge given to him, along with the pistols with the Smiley symbol, by Nixon for Vietnam? It was Nixon who gave The Comedian the Smiley symbol, wasn't it?

uh no. the pistols were, but i don't recall anything about the badge, i'm sure blake did that as a touch-up to the "comedian" effect.

the film's version of the pistols were signed by nixon.

Yeah, but I like the idea of his pistols having smilies on them. It adds to the effect.
