Dan not coming forward would actually be essential to Veidt being unveiled as the mastermind - Dan and Laurie agree with Veidt, and would contradict Rorschach's journal to preserve the peace. If just what Rorschach wrote in the journal was taken, though, and it was noted that Dan and Laurie were missing...

Dan and Laurie are fugitives and are unlikely to willingly come forward. Adrian isn't going to rat them out.

The inclusion of Dan in the Journal may or may not add to its credibility. Remember, Rorschach is viewed as insane by the authorities. Finally, the Journal, while containing a lot of rambling philosophy and dark social observation, otherwise chronicles Rorschach's investigation into the death of the Comedian and little else.

While it points the finger at Veidt for this crime, it doesn't necessarily connect him to the events in the neighborhood of Dimensional Developments. We the reader know it does because we're following Moore's omniscient storytelling. I suggest the populace of Moore's world may not be blessed with the same complete information.
