She's been making the rounds today. Her name is Michelle Jenneke, she's a 19 year old Austrailer hurdler. Supposedly one of her races was broadcast live somewhere online, and someone took the footage, slowed it down, and added music: http://www.youtube.com/watch?v=tMgmYutL9W0

As cute as she is, she seems like a pretty good runner. She won the race pretty handily. It's just funny seeing someone so into moment and actually enjoying themselves. She starts to bounce and skip even after the race is over.
