He's a hero and he's superpowered, so he's a super hero. He's no less of a super hero than Cyborg for example, and he's no less powered than Metallo. And there are Rococop comics, Frank Miller wrote them for years.

Actually the has a film thin isn't required as proven by Quicksilver and Yellowjacket.

So I felt sluethy and began a quest to find Z. After about 3 minutes I found this

According the to linked wikipedia article the kid in the lower left hand corner (in the picture below) can expand his body (evidenced by the blob in the Z block on the alphabet).

Orgazmo is less of a superhero than Robocop.

I've seen that movie, it's alright for a low budget kids movie about super heroes, but I'm not sure how it fits the picture :|
